General Administration

The General Administration is responsible for managing the university under the authority of the President of the university. The General Manager is responsible for the administration and management of the university. As an ex officio member of the Office and an assistant to the President during all sessions of the committees, he plays a valuable role in the implementation of the President’s policy, particularly with regard to human resources management. He also represents the university’s administration externally and is often invited to participate in meetings and working groups within academia and the government.

Centralized services

  • Human Resources Department

    The role of the Human Resources Department is to keep the university’s HR management and development policies in line with the university’s strategy and plans.

    It serves the entire body of staff of the university. Its main tasks are as follows:

    • The administrative and financial management of all staff, both tenured and non-tenured. The HR Department is involved in all the stages of this process, including recruitment, promotion, internal and external transfers, wages, and retirement. It keeps track of changes in regulations and procedures as well as the procedures of their application and ensures that its methods and tools are kept modern and up to date.

    • The implementation of the university’s HR policy. The HR Department manages the forward planning for job openings, staff and professional development. It carries out procedures related to recruitment, organizes contests, and devises and implements training plans for staff. It defines and coordinates resources to assist staff with their career development and implements a staff support policy and disability action plan. It drafts the bilan social (a comprehensive HR report).

  • Communications Service
    Role

    The Communications Service supports all of the other services of the university and its nine faculties and institutes and advises them with regard to their communications in two main areas:

    • Internal communications, which involves ensuring consistency across all the materials distributed throughout the university and the development of a common mindset.
    • External communications, which involves promoting the university’s image as a brand by maintaining external relations and organizing events.

    Activities

    • Organizing internal or institutional events (Les Midis de la Rentrée, conference, etc.), supporting the members or structures of the university in order to implement their communications plan in conjunction with the events that they organize on behalf of the university.

    • Graphic design and layout of communications materials (brochures, posters, fliers, invitation cards, tarpaulin, etc.)
    • Procurement of stationery materials (letter-headed paper, business cards, letter boxes, envelopes, etc.)
    • Editorial management of websites and the university’s intranet as well as the creation and la redesign of all of the university’s associated websites
    • Monitoring of compliance with the university’s graphics guidelines and its correct use Control of all the communications products that bear the university’s logo
    • Sale of the university’s promotional branded items and the production of kakemonos for exhibitions, stands, open days, etc
    • Media relations management
    • Distribution of information regarding the various digital platforms used by the university (website, social networks, etc.)

  • Legal and Institutional Affairs Department

    The Legal and Institutional Affairs Department is a centralized service that is part of the General Administration. It serves all of the Faculties, Institutes, services, and offices of the university with regard to the checking legal documents, the management of litigation and pre-litigation, and participation in the governance of the university.

    Checking legal documents

    The Legal and Institutional Affairs Department is responsible for providing advice, expertise, and assistance regarding any questions, decisions or agreements that have a legal impact.

    Management of litigation and pre-litigation

    The Legal and Institutional Affairs Department is responsible for protecting the interests of Université Sorbonne Paris Nord and participates in the management of any litigation and pre-litigation jointly with the university’s lawyers and services.

    Participation in the governance of the university

    The Legal and Institutional Affairs Department monitors the organization of the elections that take place at the university and ensures they are conducted properly, whether it is the elections of the Central Councils, the committees of the Faculties and Institutes or union elections. The Legal and Institutional Affairs Department is also responsible for the secretarial functions that serve the disciplinary boards and the Statutes Committee.

  • Academic Office and Registrar

    This service ensures that the Academic and University Life Committee of the Academic Committee functions properly. Its tasks include the management of the courses offered by the university and their accreditation, the management of the student associations and organizations and the FSDIE, and the maintenance of the software programs used to manage the university’s course offerings. The university’s Observatoire de la Vie étudiante (Observatory of Student Life) is part of the services of the Academic Office and Registrar. It conducts surveys regarding the employment of graduates and the evaluation of courses.

  • Office for Research and Doctoral Studies

    Under the authority of the Vice-chairman responsible for research and doctoral studies, the Office for Research and Doctoral Studies is responsible for all issues connected with research and doctoral studies. In connection with the Research Committee of the Academic Council, it implements the university’s strategies concerning research. The Office for Research and Doctoral Studies operates through two distinct but complementary divisions and works with all of the services, Faculties, and Institutes of the university:

    Research

    • Organization and management of the Research Committee of the university’s Academic Council and follow-up of decisions
    • Preparation and follow-up of the research section of the five-year agreement
    • Development and follow-up of the university’s research budget
    • Management and follow-up of calls for proposals initiated by the Research Committee (Quality Research Bonus, colloquia, guest professors, etc.)
    • Production of indicators

    Doctoral studies, in connection with the three doctoral schools

    • Assistance, registration, renewal of registration for PhD students
    • Management of PhD employment contracts and additional tasks
    • Management of dissertation defense examinations and Accreditation to Supervise Research

    At the service of the laboratories and doctoral schools, the Office for Research and Doctoral Studies liases with these in their relations with the university’s directors and assists them in their relations with state authorities and external partners.

  • Property Management and Logistics Department

    The Property Management and Logistics Department takes care of various tasks related to the management of the university’s properties, maintenance, and logistics management.

    Divisions

    The Property Management and Logistics Department consists of five divisions:

    • The Building Development Division, which manages the operations for which the university is the project owner
    • The Property Data Division, which collects and analyses all the information related to the university’s property portfolio
    • The Interiors Division, which is responsible for all the logistics tasks of the department
    • The Maintenance Division, whose main responsibility is to maintain all the technical facilities and buildings of the university
    • The Technical Division of the Bobigny Campus, which maintains all the technical facilities and buildings of the Bobigny Campus. It also takes care of its mail and switchboard.

  • Health and Safety Service

    The Health and Safety Service is headed by the university’s fire safety advisor and employs fire safety officers (a SSIAP3-certified fire safety officer and four SSIAP2-certified fire safety officers assigned to the various sites).

    The fire safety advisor’s role is to analyze, monitor, advise, and coordinate in matters of occupational health and safety and environmental protection, particularly by using the resources of the Health and Safety Service.

    The fire safety advisor coordinates the network of fire safety assistants assigned to the sites of the university and participates in the university’s Committee for Health and Safety and Working Conditions. (Please note that the fire safety assistants are intended to relay information in the field back to the Health and Safety Service. For this reason, they should be your first points of contact.)

    Role

    • To manage the evaluation of occupational risks and to analyze occupational accidents
    • To keep up with the regulations and technologies of its field of work
    • To determine safety guidelines
    • To monitor regular inspections and safety records
    • To implement risk prevention plans with external companies
    • To provide advice regarding the use of dangerous substances (chemical, biological, radioactive) and hazardous equipment and facilities

    • To coordinate fire safety activities, particularly for buildings that are open to the general public

  • Purchasing and Public Procurement Service

    Under the authority of the General Administration, the Purchasing and Public Procurement Service optimizes the purchases made by the university. This service makes an essential contribution to purchasing in both legal and economic terms. For this purpose, the Purchasing and Public Procurement Service advices the Faculties and Institutes with regard to their purchasing and to maximize its efficiency.

    It consists of two offices.

    • The Procurement Office, which is mainly responsible for carrying out public procurement procedures in compliance with the applicable laws
    • The Purchasing Office, which is dedicated to managing the expenses of the university’s centralized services as well as assisting the Faculties and Institutes in the use of ongoing public procurement contracts

  • Printing and Photocopying Service

    The Printing and Photocopying Service of Université Sorbonne Paris Nord consists of two printing divisions that provide many services to the Faculties, Institutes and services of the university.

    About

    The University Printing Center carries out printing jobs for the entire community of the university and provides guidance regarding printing.

    Role

    Equipped with a computer-assisted publishing system and black and white and color digital presses as well as cutting equipment, its activity consists of printing works ranging from black and white to four-color process printing:

  • Cultural and Artistic Activities Department

    The Cultural Service organizes shows, exhibitions, literary events, and other kinds of events on the university’s campuses throughout the whole year. They are open to all free of charge and without subscription.

    In addition to this offering, subscription to the Cultural Service allows you to participate in art workshops and receive invitations to shows in the theaters and cultural facilities of its partners. The Cultural Service also offers logistics assistance for the events of students and teachers and organizes overnight stays to attend the Bourges, Avignon, and Aurillac festivals.

  • Languages Service

    The Languages Service serves all of the students and staff of the university and is thus open to all. Its work can be divided into three main areas: the improvement of language skills, learning new languages, and obtaining language skills certification. The Languages Service makes use of the latest technology to offer both “classic” courses on-site and “hybrid” courses that combine on-site learning and distance learning via a digital platform. The service is available every day from 9 am to 5 pm.
