  • Your education can be funded by your employer or by the OPCA (an accredited fund-collection agency) to which your company pays contributions.

    Your organization’s training plan
    At the initiative of your employer. Training courses that are organized by companies under their full and complete responsibility are grouped under an annual training plan. When you do a training course that has been registered in the plan, your remuneration and tuition fees will be paid by your employer.

    The Personal Training Account
    At your initiative with the agreement of your employer (unless the training takes place outside of working hours). This account is attached to an individual and can be opened from the age of 16. Each year, you will be credited a certain number of training hours. They can be accumulated over seven years for a total of up to 150 hours. You retain the hours you have accumulated even if your professional situation changes. There are lists of training courses that you can take using the balance in your Personal Training Account. Tuition fees are covered. The training can take place during or outside of working hours. You will receive your remuneration while you are undertaking the training. You have the right to a training allowance if the latter is conducted outside of working hours.

    OCPAs (Organismes Paritaires Collecteurs Agréés)

    OPCAs collect and manage funds for the training of employees. They may be able to cover all or part of your registration and/or tuition fees. You can find out more from your employer (via the HR department), who will then contact the funding OPCA to submit your plan with its approval.
    However, if you do not want to inform your employer about your plans, you can contact your company’s OPCA directly.

    The main OPCAs that cover the health and social care professions are as follows:
    • The ANFH (French National Association for the Ongoing Professional Education of Hospital Employees) is the OPCA for state hospitals anfh.fr
    • UNIFAF is the OPCA for health and social care services in the not-for-profit sector  www.unifed.fr
    • FORMAHP is the OPCA for for-profit private hospitals formahp.com

    Training Insurance Fund

    Training Insurance Funds are organizations that collect contributions for the professional development of independent and self-employed workers.

    Pôle Emploi

    Pôle Emploi may be able to fund certain kinds of training: Action de formation conventionnée (AFC), Action de formation préalable au recrutement (AFPR or POEI), and training under the CSP scheme (Contrat de sécurisation professionnelle) specifically for job seekers who were made redundant for economic reasons (licenciement économique).

  • You are a private-sector employee

    Your organization’s training plan
    Your employer can fund training courses within the framework of a training plan, which it must create on its own initiative.
    The training plan is a tool that enables you to fund the costs of training (tuition fee, travel, accommodation) and pay the employee’s remuneration (in part or in full).
    To find out if your intended course of study can be funded via a training plan, contact the training department of your establishment or the human resources department to submit the details (content, organization, duration, program).
    Ask for a quote from the training organization and give it to your establishment.

    The Personal Training Account
    The Personal Training Account replaced the Individual Right to Training on January 1, 2015.
    The Personal Training Account gives employees, regardless of whether they are on a permanent or fixed-term contract, the right to claim 150 hours of training. Any hours under the Individual Right to Training scheme remaining unused as of December 31, 2014 can be used within five years via the new account.
    The Personal Training Account funds training leading to the award of any qualification listed on one of the lists defined by the social partners, professional sectors, and regional governments.
    However: if you are a civil servant, since the Personal Training Account is not yet applicable to the public sector, you have recourse to the Individual Right to Training scheme.

    You are a public-sector employee

    Leave for CPD
    Leave for CPD enables employees of public hospitals who have worked for a total of three years for the state to pursue training, whether for professional or personal reasons, that is not offered to them by the state. Its maximum duration is three years (can be used all at one or divided throughout your career).
    You will receive a monthly lump-sum compensation of up to 85% of your gross salary and an allowance for living expenses. It is paid for a limited period of up to 24 months.
    There is a possibility that tuition fees may also be covered. The application for funding must be submitted to the ANFH (French National Association for the Ongoing Professional Education of Hospital Employees).

    You are an independent or self-employed worker in the health sector

    OPCA/Training Insurance Fund
    There are two OPCAs that apply to you:
    – The Training Insurance Fund for independent health professionals:
    The Training Insurance Fund for independent health professionals is exclusively reserved for doctors who work as independent practitioners or their successors who have paid the contribution for professional education to their URSSAF (the relevant institution responsible for collecting social security contributions): http://www.faf-pm.org/

    – OPCA for independent workers:
    Actalians is the OPCA for independent workers, private hospitals, and private schools.
    It is authorized by the state to collect and manage the contributions of independent workers, private hospitals, and private schools and to facilitate the development of continuing professional education and the employment of employees.

    You are a job seeker

    Funding from Pôle Emploi
    Some types of training for job seekers are funded by Pôle Emploi. These include Action de formation conventionnée (AFC), Action de formation préalable au recrutement (AFPR or POEI), and training under the CSP scheme (Contrat de sécurisation professionnelle) specifically for job seekers who were made redundant for economic reasons (licenciement économique).
    The training plan must be approved by Pôle Emploi. Your remuneration will depend on your status and whether you are a job seeker who is indemnified or not. Direct financial aid can be given to cover the costs associated with training.

  • The aim of Continuing Professional Development (CPD) is:

    • to evaluate professional practices.

    • to ensure that the aims of public health policy are achieved.
    • to control healthcare spending while maintaining adequate standards of service.

    Which professions does the CPD obligation apply to?

    CPD concerns all health professionals as defined by the French Public Health Code, Chapter IV, in all types of practice (private, hospital or other employee).

    What is a CPD course?

    • A CPD course adheres to the policies of the HAS (French national health authority).
    • It is managed by an accredited organization.
    • A CPD program consists of three steps.

    Who funds CPD?

    CPD is funded by either:
    • By the OGDPC in the case of independent professionals and employees who work in a health center
    • By the employer or by the OPCA (an accredited fund-collection agency) for hospital employees and other employees

    How do I participate in a CPD course?
    Only the courses on the official lists dispensed by an accredited organization can enable health professionals to fulfill their annual CPD obligation.
